Ingersoll Rand T10 compressor won't start

I am new to the forum and hoping someone can help with an old Ingersoll Rand T10 compressor I inherited. My son is using it and it worked fine to sand blast some items. He tried to start it this week to put air in his tires - he said it sounded like it was starting but quit and tripped the 15A breaker. He removed the belt and the motor would run without any load. He thought it might be the capacitors so removed them and tested them - a 430-516mfd 110vac start capacitor which tested at 463mfd and a 20mfd 370vac run capacitor that tested a little low at 19.6mfd (I notice that some run capacitors online have a +/- of 5 or 6% but this one has no +/- marked). I would appreciate any suggestions on what we should look at. Does anyone have a copy of a manual for the T10?

Thanks for the feedback.
Sandblasting was done in a cabinet.
There is oil in the pump and it will turn by hand.
I think it is the original motor - plate says Ingersoll Rand compressor duty AC motor, 2hp, 15A.
I have a clamp meter (not Harbor Fright but Canadian Tire!) and will check what it is drawing.
