That's how it's supposed to work.

With the Eco mode turned ON, it allows the engine to throttle down under no or light loads. It will still ramp up RPM when it needs to. This saves on fuel if you mostly have small items connected.... lights, USB charger, computer, etc.

With Eco mode turned OFF, it will maintain a relatively high RPM. This is best if you have anything that frequently requires a sudden in-rush, like inductive motors (A/C, firdge, pump, etc.) With the engine already at a higher RPM, it won't droop much if it suddenly detects a high demand.
Hello, I have a EU 2200. I and it runs full throttle regardless of what position the echo throttle is in.

the servo can be stuck.
factory honda carbs with servo are in the range of 100..00 to 150.00 usd
and there are a couple of bare carb options that work well.
pm if you need links for carbs on the cheap.
and direct one on one honda service help.
That was my thoughts that the servo on top of the carburetor is not working properly because I did check my switch and it was good. I did find the carburetor for $150. I was wondering if you know if I can get just the servo
