That looks like an air cooled Deutz engine. That would be a very desirable setup for somebody. Deutz is a well respected german manufacturer. Diesel is a great standby fuel and you have a housed unit complete with transfer switch. 1800 rpm, commercial quality unit. It looks all original, even original paint on the filters. Definitely a keeper.
 
Yes, it can absolutely be used as emergency power for a house. 10kw, 240vac, 1 ph. This is a much better generator than the run of the mill home standby, 3600 rpm, lawn mower engine generators being offered today.
