Had generator in shop. They put in new brushes. Worked for 3 minutes. Reinstalled brushes. Told output at 108 and need new rotor. Concerned that generator was not removed from rv. My understanding of testing of the individual parts is that they need to be removed and then tested.
any thoughts.

Based upon what you posted my first question is at the stated 108Vac, what was the hertz reading? Those units have a volts/hertz curve design. As such, should the hertz (speed) be out of spec the voltage will be as well. Max no load hertz should be, 62.5 for a 5% droop governor, which on a 4 pole unit will be a max engine speed of 1875rpm.

If you had a rotor issue I doubt you would have anywhere near that voltage.
