Hello,
My 2200 Watt generator does this when there's no load:


Maybe a dirty carburateur because of the 10% ethanol they put in our gasoline in my country.
I hope nothing wrong with the speed govorner.
I have no service manual.

It sure sounds like a gummed you carb and/or old gas.

You can confirm this by slowly applying the choke and seeing if the engine smooths out.

robert that is what they like to call hunting.
the idle air bleed or the fuel jet for idle has trash in it.
most of those are hidden passages as well.
do you have an ultrasonic cleaner unit?
you need one.

these small carbs have hidden passages that normal clean job will not get.

also drain the fuel bowl and water out of the bottom of the fuel tank.
ethanol draws or soaks up water vapor out of the air when the tank is venting from warm to cold temps.
and over time it adds up to water in the tank.
