I have constant water flowing from an outlet branching off the pressure release valve. I don’t seem to lose pressure through the wand (separate outlet). Seeing if anyone can explain if this is normal. Circled area in the picture is where the water is flowing out of. It is a Comet 3600psi 4gpm washer with a 13hp Honda. Thanks

that should have a hose feeding back to the water tank.
it is a basic blow off style valve for the un loader.
see the power washer mall link on the bottom border
www.poustusa.com/
you should be able to find the proper unloader valve setup for a basic 2 hose washer.
water inlet and high pressure outlet.
and maybe soap injector..
although i prefer the inline high pressure soap injectors to you can power wash with soap!!
just like at the car wash!!
