Generator 110 only no 220

Greetings all, first time poster here. Hoping to get some pointers on possible problems with my generator. I just bought a Homelite HG5700 with Yamaha MZ300. The unit looks to be in like new condition however the seller told me it only puts out power on the 110 outlets, no 220. Not sure what happened and or if the seller tinkered with it himself (kinda looks like he did) Anyway I pulled the 4 wires out of the oulet/breaker box. fired it up and its 124 volts on one leg but only 58 volts on the other.Also weird is that one of the neutrals is the one putting out the 124??? Judging by the many green wire nuts and small wire extensions in the outlet box, this has been played with.
Wondering what might cause the difference in voltage between the two legs. My first thought is to replace the brushes and AVR. Any guess on what possible causes could be? I'm hoping its not the windings.

Pulled the brushes. One of the brushes is worn down. Just ordered a new set
